A blank display is a power question first: outlet, transformer, and the controller fuse or reset. A display that works while one zone does nothing is usually a terminal, a field wire, or the valve on that zone.
Rain sensors and rain-delay settings stop watering on purpose. We read the controller status before treating a pause as a failure. After a storm, a sensor that is stuck closed will keep the yard dry until it is cleaned or bypassed correctly.
Replacing the timer is the right call when the display, transformer, or output terminals have failed and parts are no longer available. A new controller will not repair a cut wire in the yard, so the field side is tested either way.
